No. You must file, even though you may not be required to.
According to the IRS:
Even those who have little or no tax liability may qualify for a minimum payment of $300 ($600 if filing a joint return) if their tax return reflects $3,000 or more in qualifying income. For the purpose of the stimulus payments, qualifying income consists of earned income such as wages and net self-employment income as well as Social Security.
There is a new Form 1040A (see link) to simplify the filing process. |

It depends on the specifics of your situation.
The tax rebate is an ADVANCE PAYMENT for tax year 2008 and will be calculated on your 2008 return. If you're due a higher payment (refund), you'll get the remainder next year when you file. If you received a higher rebate (payment) than you should have, you DO NOT have to pay it back.
