The employer pays unemployment tax to the federal goverment.
The federal goverment gives the unemployment money to the state to determine how the state will use the money. The state also can determine the amount of the tax (there is a standard amount, a higher tax if you have an excessive amount of claims, and then a reduced amount if you have no claims).

However, most states ran out of money in their unemployment buckets 18-36 months ago, so the federal goverment has had to supplement the money to cover the claims.

Unemployment taxes are paid by your employer to the state and federal governments, but they are not specifically allocated or assigned to an individual employee. The federal rate is .8% of the first $7,000 of wages that an employee earns each year. So the maximum federal contribution per employee is $7,000.00 X .008 = $56.00. For the individual states, the taxable wages differ widely. It is expected that each will increase over the next few years.
