All of them are required to pay taxes. I do not know how many of them do pay taxes.

Selling "things" is a business however very few people that do this activity are making a profit so they have no need to file a tax return solely on this income. If you had other income and did make a profit on an item you should add this income to your return. Example you purchased a computer for $1,000 and sold it a year later for $500 you had a loss,therefore no income to report.

If they're selling their own possessions at a lower price than they paid for them, they don't pay taxes.

If they're making a profit, then yes, they have to pay tax on the profit they make. That's self-employment income, and they are legally required to report it on their taxes if they make more than $400 in a year.

(Colored contact lenses? Really? It's against the law in most states to sell those unless you're a registered optician.)
